I am looking to start a donation drive in my area for local college kids who can’t afford a computer for their upcoming college courses. I need to see if anyone has any ideas on where I should start asking for donations of such items, or better yet how to ask.

How about online? You can make a website about the whole cause. You can also keep the donors updated on the status of their old laptops via the website.

Well, it depends in what country you are. There are legal issues, regulations, but they are different in each country.
From my experience in Romania-Europe, go contact some large companies (banks, large private businesses with many offices, friends of yours who own a business) and propose them to make such donations.
You’ll have to make a specific written proposal, indicating exactly for what purpose is that donation.
Nongovernmental organizations (schools) are more likely to receive such donations.
An official letter from the school is good to be attached also.
It’s hard work but, from my own experience, it worth ALL the money in the world. Your satisfaction will be tremendous.
